DISTRO_FEATURES are like global use_flags equivalent of gentoo and
PACKAGECONFIG is more like local use_flags. Sometimes DISTRO_FEATURES
will configure particular PACKAGECONFIG settings and sometimes you can
just tweak the PACKAGECONFIG
