[OE-core] [danny][PATCH 00/17] fix toolchain relocation issues

1, fix toolchain relocation issues for danny which has be done in 1.4 master.

2, there are several other defects on the way to fix toolchain relocation
issues, so cherry-pick a set of related patches from 1.4 master and merge to
danny.
