[OE-core] [PATCH] sanity.bbclass: always use oe.lsb.distro_identifier method

* even when /etc/redhat-release or /etc/SuSE-release exists
* don't read /etc/lsb-release manually, NATIVELSBSTRING is not
  reading it too
