[OE-core] something seems to have happened to "gpgme" in latest oe-core

  building core-image-minimal for qemuppc using latest poky checkout,
and:

ERROR: gpgme-1.8.0-r0 do_configure: This autoconf log indicates
errors, it looked at host include and/or library paths while
determining system capabilities.
Rerun configure task after fixing this.

i don't ever remember seeing this before, and i see some very recent
changes to that recipe.
