[OE-core] [PATCH v2 10/25] glibc: Ensure ldconfig is packaged into glibc

If "usrmerge" feature is used, /usr/sbin/ldconfig gets packaged into
glibc-utils instead of glibc: Switch PACKAGES order to prevent this.
