This reverts commit 3632abd01abb8dfff230e18f828af705da488f97.
The commit upgraded flex and changed the way it was constructed. There
is a problem with either the upgrade or changes in construction mechanism
resulting in problems similar to:
../cil/src/cil_lexer.lo: In function `cil_lexer_setup':
cil_lexer.c:(.text+0x1737): undefined reference to `yy_scan_buffer'
../cil/src/cil_lexer.lo: In function `cil_lexer_destroy':
cil_lexer.c:(.text+0x1773): undefined reference to `yylex_destroy'
Effectively the yy_scan_buffer and yylex_destroy (in this example) were
defined in a header, but were not defined in the resulting generated code.
The snippet above was from libsepol-native from the meta-selinux layer.
The build was performed on a Fedora 24 system.
Reverting that commit resolves the problem.
