Hosting BSP layers on oe.org?

I'd remind you, we said we would make a decision after face to face 
meetings at ELC.

The boards current thinking is we are fine hosting community layers on 
OE.org. What a community layer is still needs defining.

Personally, I can see case where boards have community and layers and 
"official" layers. I do not think this is necessarily a bad thing.
