Making .dev RO after the 2010.07 release

Hi,

We already talked about this on IRC and outside of the ml, but Philip mentioned that it isn't in any public record, so here it goes:

OE .dev/master will to read-only after the first release of OE-core based OE.

Philip also wanted a set of condition for making it RO, but I think those conditions are better suited for the release.
